Minutes for the November 19, 2013 Meeting
Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio

Attendees:  President Hugh McKinnon, Jeff Albrinck, Dave Harwood, Al Pearlman, Chris Schaefer, Bob Szczur,  Stiney Vonderhaar, Chris Patterson, Tom Kuechly, Sean Balnes (Saint Francis Group), Darin Hall (Port Authority), Gordon Geraci (Elite Photograph), Carrie Geraci (Elite Photography), Jack Cameron, and Pam Morin.

Recurring Business:

1.      Approval of the minutes from the October 15, 2013 meeting was made on a motion by Chris Schaeffer and seconded by Stiney Vonderhaar.  The motion passed with a 7 yes, 0 no vote.

2.      Hugh McKinnon thanked Stiney Vonderhaar and Bob Szczur for their strong contributions to the CIC during their tenure.  Both members will be leaving at the end of their terms, Stiney on December 1st and Bob on December 31st.  Tom Kuechly was introduced as incoming member for January 2014.

3.      Economic Development Update:
a.      The ARC building, 2863 East Sharon Road, remains vacant.  Element Materials was previously approved for an Enterprise Zone tax abatement did not purchase the building and therefore will not be utilizing the EZ abatement.  Jack understands that the contract expected for material testing did not materialize making the expansion not feasible for the company.
b.      Evendale Office Condos, 2920 - 2950 Glendale-Milford Road:    There is still ongoing talk with a potential tenant.
c.      The Enquirer ran an article on October 31st about the University of Cincinnati Research Institute’s (UCRI) partnership with GE Aviation.  This partnership will create a one-of-a-kind research facility for advanced manufacturing to the Village as well as bringing 19 students and 6 professors to the GE Evendale campus.  
d.      GE Aviation will be attending the Planning Commission meeting tonight.  Robin Novak is coordinating a group presentation, mostly for approval of their new test cell, but it will also include a broader look at the entire site.

New Business:

1.      Saint Francis Group Presentation:  Sean Baines’s presentation took the committee through Step 2:  Detailed Market and Research Analysis.   Since the last meeting Sean has studied the Village’s Master plan and brought in brokers for sites visits.  He feels that the timing is good to start marketing the Village’s properties as the Cincinnati’s real estate market is stronger this year, especially the suburban areas, construction projects are up, and vacancy rates are down.  Sean indicated that the Village may not have been previously approached about their properties because brokers are unaware of their availability and the need for the Village to market them better and possible offer incentives.  Bob Szczur suggested that the Village can lower the land price to make them more attractive.  

Sean suggested that complimentary businesses, such as medical offices, bio-technology and aeronautic uses, will blend in with the existing businesses and provide the maximum earnings.   Types of potential businesses discussed were:
•     Urgent Care facilities are looking for properties along the interstate;
•     Dayton’s hospitals are interested in establishing their presence in the northern Cincinnati area;
•     The use of medical offices as a front door to Tri-Health Evendale Hospital.  The Village should engage the hospital in determining their doctors and vendors;
•     GE Aviation’s suppliers and aerospace companies;
•     Hamilton County Coroner is looking for a regional office.  Sean feels that the Inwood Drive & Reading Road area would be suited for that type of use;
•     Ohio Mulch may be suited for the former  TLC Garden Center property, 9766 Reading Road;
•     Catholic Health Partner is actively looking for a larger facility;
•     Senior Housing;
•     Restaurants.

2.      Village Landing, St. Rita Lane Development:   Jim Dandy Restaurant has proposed site plans for the Village Landing site, specifically the former Fifth Third Building.  After some discussion about partial use of the property by one restaurant, Chris Schaeffer made and Al Pearlman seconded a motion to deny Jim Dandy’s request to purchase part of this development.  The motion passed with a 6 yes, 0 no vote.   Also, Marguerite Feibelman, 1500 Glendale-Milford Road, has expressed interest in selling her property.  The committee agreed that her property should be included in the discussion of the St. Rita Lane development.

3.      Brendamour, 2630 Glendale-Milford Road:  Jack Cameron is still working with Doug Brendamour and Village Solicitor, Tim Burke, to determine the ownership of the parcel of land needed to expand the Brendamour’ s parking lot.  There was a discussion of acquiring the parcel by eminent domain versus building the parking lot and forcing the owners to step forward.  Chris Schaeffer made a motion to pursue the most cost effective avenue in moving this issue forward.  Dave Harwood seconded that motion.  The motion passed with a 6 yes, 0 no vote.

The next meeting is Tuesday, December 17, 2013 at 7:3- AM.

Bob Szczur made and Stiney Vonderhaar seconded the motion to adjourn the meeting at 9:15 AM.
